Arms Embargo On South Sudan Fails U.N. Vote

The arms embargo and sanctions fell short of the nine votes needed for adoption Friday. Ethnic violence and clashes have killed tens of thousands in the South Sudan and forced millions to flee from their homes.

The U.S.-backed resolution fell two votes short of adoption Friday. It would have been the Security Council’s most recent attempt to stabilize the restive country.
